How will construction traffic access the site?

Brown Homes has made a commitment that construction will access the site from SR 169 and not Bradshaw Mountain Road.  In fact, Brown Homes has proposed to continue to gate Bradshaw Mountain Road so as to prevent construction traffic access to the site.  Bradshaw Mountain Road is proposed to remain closed until the first model home is built. Not only will this road serve the new PV540 community, but this new road will also serve as an emergency evacuation route and will be a significant benefit to the existing residents of Quailwood Meadows. This new emergency evacuation route will not occur without approval and development of the PV540 community.

Will Bradshaw Mountain Road be widened or extended?

Bradshaw Mountain Road is developed to east boundary of Quailwood Meadows. The PAD for Quailwood Meadows proposed a 4-lane roadway through the community. It is currently constructed as a 2-lane roadway and the PV 540 plan proposes to maintain the same roadway design to Road A. This includes continuing the path along the south side of the road. The plan does not propose to widen Bradshaw Mountain Road within PV 540 or through Quailwood Meadows.

Will there be a roadway connection to SR 169?

Yes. A route to connect Bradshaw Mountain Road to SR 169 will be provided in phases. The first phase will include graded emergency egress access route. The second phase will include a minimum 2-lane paved route. The ultimate condition plans for a 4-lane paved route from Road A south to SR 169. Bradshaw Mountain Road to Road A is proposed as a 2-lane road; the same as exists in Quailwood Meadows.

Has ADOT agreed to allow access to PV 540 from State Route 169?

Based on our conversations with ADOT about this project to date (of which there have been several), Yes, subject to certain conditions and improvements.

What improvements will be made to Outback Road south of PV 540?

The plan proposes to maintain the existing alignment of Outback Road where possible and refine the alignment to meet roadway geometric and safety standards. Areas proposed to refine the alignment include the intersection at SR 169, the connection to PV 540 to the north, and the intersection of existing Outback Road, the road to the Outback subdivision.

Can access to PV 540 be provided from Kachina Place or Fain Road?

No.  A roadway access route to the site from these roads is not feasible or practical at this time.  Both routes require access through multiple private properties where there are no existing rights-of-way.

What are the future plans for Kachina Place?

Kachina is already planned to connect to a planned major north-south collector (Village Way, from Bradshaw Mountain Road to SR 169, immediately west of the Agua Fria) and is to provide access to all of the existing and planned future development of that area bound by SR 69 to the west, Bradshaw Mountain Road to the north, the Agua Fria River to the east, and SR 169 to the south. This is likely to use up the feasible capacity of the intersection of SR 69 and Kachina on its own.

Can the Bradshaw Mountain Road bridge support additional traffic?

We’ve done a study which shows that we can double the traffic on the bridge. Once we share that study with town staff it will be available for public review. According to study performed and reviewed by certified traffic engineers, the bridge could carry, over the course of a full day, about twice what it carries now without causing a bottleneck.

Have you completed a traffic impact analysis (TIA)?

Yes, a TIA has been completed. This is typically not required for a zoning case, however in this case do to the current configuration of BMR and the Town requiring secondary access to all new neighborhoods a TIA has been completed to assist with the early planning of the community.

There is not a proper emergency exit route right now out of Quailwood Meadows.  Does the proposed development intend to use the existing emergency exit through the golf course?

No. PV 540 proposes to provide another route that will connect to SR 169. Phase 1 includes an unpaved access route that is intended serve as an emergency access route for the new community as well as Quailwood Meadows. This will also serve as a route for construction traffic. Phase 2 will include a paved access route.
